Sam Ghadban, Chief Consultant

Sam Ghadban founded an independent consulting firm following a notable 26-year career with the Royal Canadian Mounted Police (RCMP). During his time at the RCMP, he accumulated broad expertise in multiple policing areas. His positions encompassed General Duty (Patrol), Investigations (Detective), Major Crime (Homicide), Polygraph, Emergency Response Team Leader (E.R.T./S.W.A.T.), Undercover Operations, Organized Crime/Gangs, and Interview/Interrogation Team. Serving on the Provincial Interview Team, Sam directed some of Western Canada’s most complex and critical interviews.


Beyond his operational roles, Sam possesses a strong history in delivering lectures on diverse subjects, such as interviewing methods, inclusive leadership, fostering respectful workplaces, managing workplace violence, active shooter protocols, and giving court testimony. His knowledge has been requested by federal, provincial, and municipal entities throughout Canada and in Mexico. In particular, Sam worked with the International Court of Justice, interviewing Syrian torture survivors. He also participated in the Amazon Prime Video docuseries “In the Cold Water - The Shelter Bay Mystery,” traveling to Honduras to interview the film’s central figure.


Upon retiring from the RCMP as a Sergeant and Accredited Team Commander, Sam entered the private sector. In his role as a Security Consultant, he effectively oversaw a major security project at a $20 billion energy site in northern Alberta.


Sam holds private investigator licenses in British Columbia and Alberta, along with the Certified Protection Professional (CPP) certification, highlighting his dedication to upholding top-tier standards in security and investigative fields.

Rob Angco has over 30 years of policing experience with the Royal Canadian Mounted Police and the Organized Crime Agency of British Columbia. Rob has extensive policing experience having been the Team Commander in charge of many specialty units including the Surrey RCMP Special Project Intelligence and Enforcement Section which included the Unsolved Homicide Unit, the Legal Applications Support Team, the Tactical Surveillance Unit, the Criminal Intelligence Section, and the Uniformed Gang Enforcement Team. Prior to retiring from the RCMP, Rob held posts as the Commander in charge of the Provincial Interview Team and as Team Commander in charge of Lower Mainland Integrated Homicide Investigation Teams. 


Rob also served on the Provincial Unsolved Homicide Unit, the Provincial Interview Team, the RCMP Polygraph Unit and Detachment level Major Crime Units and as such is recognized as a subject matter advisor in investigative interviewing and major crime investigative techniques. Rob is a seasoned instructor who has provided training to police agencies across Canada and Internationally including Europe, Jamaica, Indonesia, Vietnam, Philippines, Malaysia, Australia, and New Guinea. 


As a RCMP Accredited Team Commander, Rob has led and/or been involved in over a 100 homicide investigations and many large scale Organized Crime related major case investigations. Rob has been a Certified Polygraph Examiner since 2005 and is a consultant on investigative techniques, work place conflict and leadership.

ROB PARKER

Rob Parker has over 26 years of policing experience, primarily with the Royal Canadian Mounted Police (RCMP) in British Columbia, in which he worked in a variety of roles as an investigator and leader. These units include Patrol, Robbery/Serious Crimes and Major Crime/Homicide. 


Prior to leaving the RCMP in 2018 to enter the private sector, Rob was a commissioned operations officer with the Federal Serious and Organized Crime Unit (FSOC) and the Provincial Major Crime Unit.Rob holds a BA in Criminology and an MA in Criminal Justice with an emphasis on examining police interviewing behaviours that both increase and reduce the risk associated to the phenomenon of false confessions. He is a subject matter expert (SME) in police investigative interviewing and was a team leader with the RCMP Provincial Interview Team. 


Rob was also a member of the Team Commander Accreditation Committee in British Columbia. Rob has taught Criminology classes, as a sessional instructor, at the University of the Fraser Valley (UFV) and continues to guest lecture at the University of British Columbia (UBC) Law School on the topic of Police Interviewing and Protecting the Innocent from False Confession.

Al Proulx has over 27 years of policing experience with the Royal Canadian Mounted Police (RCMP) in which he worked in a variety of investigative and leadership roles. His extensive experience includes Patrol, Major Crime/Homicide Investigator, Provincial Interview Team Leader, International Liaison Officer, National Security Criminal Investigations, Organized Crime and Major Crime as a Unit Commander leading some of the most complex provincial, national and international serious crime investigations. 


He has wide-ranging national and international lecturing experience on a variety of topics including Major Case Management and Investigative Interviewing techniques. He left the RCMP in 2015 as a Staff Sergeant and Accredited Team Commander and worked as a Security Consultant and investigator in the private sector. 


He is a licenced private investigator in the British Columbia and Alberta who specializes in workplace investigations and continues to lecture in the fundamentals of interviewing and investigations.

Stephane Lacroix joins our team with his own unique attributes. As a native of Montreal Quebec he is fully bilingual and he recently retired from the Royal Canadian Mounted Police (RCMP) with over 33 years of service. After completing a College Degree in Police sciences, he joined the force where he worked in Ottawa and British Columbia. 


His policing experience ranged from General duty (patrol) which included Detachment Command as well as Major Crime investigator and supervisor. Stephane was a member of the Emergency Response team (E.R.T/SWAT) for 20 years as an assaulter and sharpshooter. He was a Major Crime Accredited Team Commander and a member of the E Division Interview Team for over 15 years. As a result of his experience with the Interview Team, he became a valued resource teaching the new Phased Model Interview Technique. Stephane has consulted on several interviewing courses across Canada.

JAD HARFOUCHE

Jad began his criminal justice career with B.C. Sheriff Services in 2007. Jad achieved a solid understanding of the justice system and the many nuances of court testimony through his role and involvement with numerous high-profile trials. This foundational experience prepared Jad well for a policing careerin 2009 when he joined the Port Moody Police Department in British Columbia.


Jad’s skills and talent were recognized early which afforded him the opportunity to specialize as a gang and violent offences detective/investigator. Jad’s experience and successes resulted in further recognition and a recruitment to the Integrated Drug Suppression Team and followed by a position with the Vancouver region Integrated Homicide Investigation Team (IHIT).


Jad’s roles on major police investigations quickly developed further into an expertise in several related areas including police interviewing of suspects, witnesses and victims. Jad’s demonstrated understanding of the law and best practices within this particular field proved very valuable especially when managing the challenge of reluctant police interview subjects in all three categories. Jad’s passion for interviewing and obtaining accurate and truthful accounts led him to his current position with the Organized Crime Agency (OCA) of British Columbia and as the team leader for the Combined Forces Special Enforcement Unit (CFSEU) Interview Team for the Province.

 

In addition to being an accredited use of force instructor in BC, Jad is an experienced instructor of basic and advanced levels of investigative interviewing and the principles of Major Case Management. Jad has taught and presented this subject matter within the Province of BC, nationally and internationally and continues to remain current and active as a leader in his field.    


PAULA FORBES

Paula Forbes is an active member and Sergeant with the Royal Canadian Mounted Police in British Columbia with over 22 years of service.  Paula’s policing experience includes postings and work within Northern Isolated communities, Indigenous Policing, Serious Crimes, Interview Team, Robbery, Sex Crimes and is currently an Investigator/Team Leader in Major Crime. 


In addition, Paula is the Team Leader for the Surrey Interview Team and a current member of the Adhoc E Division (Province of BC) Interview Team.  Paula is recognized as a highly skilled investigator, accomplished police interviewer and leader with a track record for successfully managing large volume of serious crime investigations, including many challenging aspects related to witness management.  


Paula is a trained child interviewer and instructor having taught the Stepwise Model and Phased Interview Model for Children.  Paula brings a trauma informed approach to all her interviews and continues to instruct on the Phased Interview Model for Suspects and is responsible for is also responsible for the interview training for the Surrey Interview Team.
